Mark Jung has advised Accela on strategic and operating initiatives since 2015. He has served as Accela’s Chairman since early 2016 and acting CEO since August 2016. He brings more than two decades of enterprise software and cloud expertise in scaling private and public companies to achieve rapid and profitable growth. Mark has a passion for leveraging technology to enhance community engagement and productivity of both civic and commercial organizations.

David Bischof is the Director of Software Architecture for Accela, where he is focused on using new technologies to progress and solidify the company’s product offerings. David previously spent time in Accela Middle East & Africa division, where he helped design and implement the Abu Dhabi Business Center, the Dubai Smart City initiative and the Dubai Department of Tourism and Commerce Marketing digital initiatives. He was integral in building the regional branch of Accela MEA and was the first full-time employee. David received a Bachelor of Science in Business Administration with a focus on Computer Systems from John Carroll University. With 20 years of IT experience in roles ranging from developer to sys admin to director, he has worked in industries that include tech startup, financial, retail and government.

As a Product Marketing Manager at Accela, Kelly Delaney develops marketing campaigns and strategies, organizes thought leadership webinars and events and writes about the intersection of technology and civic innovation. An enthusiastic believer in clean, thriving and inclusive cities, Kelly began her career in environmental health data management software and continues to focus on public and environmental health. Christine McCarthy has worked for the Town of Westwood for the past eight years as the Executive Assistant in the Selectmen’s Office. She is responsible for the day-to-day operations of the executive office as well as the coordination and implementation of various projects, events and workshops for the Board of Selectmen and Town Administrator. She assists with preparation for Board meetings and resolves issues with the public. In addition, she serves as a liaison to Department Heads, coordinates department publications and manages communications with Local, State and Federal officials. Under the direction of the Town Administrator and the Board of Selectmen, Christine also handles public relations, social networking and press communications.


Christine is a member of the Massachusetts Municipal Organization of Administrative Assistants, and has attended several leadership development workshops and seminars. Born and raised in Westwood, Christine has a keen insight to all of what Westwood has to offer. She currently lives in Walpole, Massachusetts, with her husband and two children, Keira, four years old, and Mason, eight months old.

Lee Ann Slinkard joined Accela in February of 2007 with over 15 years of experience in building and maintaining large service organizations within the healthcare technology field.


She was most recently the client services leader at Healthlink, now a division of IBM. Prior to that, she held positions as vice president of operations, vice president of business development, senior vice president of implementations, and senior vice president of sales and professional services at companies in Texas, New Jersey, and California.


Ms. Slinkard graduated with honors from Stanford University where she received a Bachelor of Arts degree in Psychology.
