About HB 1005 (Public Law 146)

As of July 1, 2025, Indiana cities and counties face new requirements for Class 2 structure permitting and inspections:

  • Application completeness checks in ≤ 5 business days
  • Plan reviews completed in ≤ 30 days
  • Inspection notifications within ≤ 2 business days
  • Automatic permits issued if deadlines are missed
  • Applicants may use private providers if timelines aren’t met
  • Local units must manage refunds and convenience fees
